Would establish a national ocean, coastal, and Great Lakes policy and related principles. Requires each federal agency, as possible and in accordance with other laws, to interpret and administer policies, regulations, and laws in accordance with such policy.

Ernest "Fritz" Hollings National Ocean Policy and Leadership Act - Formally establishes the National Oceanic and Atmospheric Administration (NOAA) as a civilian agency and transfers to NOAA's administrator any NOAA-related authority previously vested in the Secretary of Commerce.

Establish: (1) a National Ocean Advisor and a Council on Ocean Stewardship in the Executive Office of the President; and (2) a Presidential Panel of Advisers on Oceans and Climate.

Designate nine ocean regions to promote coordinated regional efforts to implement the national ocean policy. Requires the NOAA Administrator to establish or designate a Regional Ocean Partnership for each region and requires each Partnership to prepare a Regional Ocean Strategic Plan.

Establish: (1) the Committee on Ocean Science, Education, and Operations; (2) a marine biodiversity research program; (3) a network of regional Ocean Ecosystem Resource Information Systems; (4) a national interagency ocean and coastal public education program; (5) the National Ocean Science and Technology Scholarship Program; (6) the NOAA Office of Education; and (7) an educational partnership with minority-serving institutions.

Require a national mass media campaign to increase public awareness of oceans.

Establish the Ocean and Great Lakes Conservation Trust Fund.

Require payments to coastal states for Regional Ocean Strategic Plan activities.

Authoirze the United States Postal Service (USPS) to consider printing a special postage stamp to enable the public to help protect, maintain, and restore marine ecosystems.

Would direct the Secretary of the department in which the Coast Guard is operating, acting through the Commissioner of Customs and Border Protection, to establish minimum program standards and procedures for verifying, at the point goods are placed in a cargo container for shipping, that such container is free of unauthorized contents, including hazardous chemical, biological, radiological, or nuclear material, and is securely sealed after verification of its contents. Prohibits the entry of any container that has not complied with such standards and procedures.

Require Area Maritime Transportation Security Plans to establish regional response and recovery protocols for transportation security incidents.

Amend the SAFE Port Act to require the Secretary of Homeland Security to ensure that the Port Security Exercise Program utilizes Area Maritime Transportation Security Plans in conducting port security exercises.

Require the Secretary of the department in which the Coast Guard is operating to develop and utilize a national standard for prioritizing and assessing security risks at U.S. ports, such as the Maritime Assessment Strategy Tool.

Set forth requirements regarding: (1) use of the U.S. Coast Guard's Maritime Security Risk Assessment Model tool to conduct vessel and port facility security risk assessments; (2) establishment of maritime and cargo security integrated project teams; (3) sharing of port facility vulnerability assessments and integration of port security plans and systems with local port authority and law enforcement agencies; (4) policy for advanced notice of Coast Guard boarding of vessels for security or Port State Control inspections; (5) confiscation of fraudulent transportation worker identification cards (TWICs); (6) Federal Maritime Commission training and licensing of steamship agents; (7) designation of a U.S. person to be responsible for notifying emergency response entities in the event of a transportation security incident involving a U.S. or foreign vessel; (8) minimum incident command system training and performance standards for maritime security guards; (9) consideration of regional strategic risk management priorities for tier 1 and tier 2 ports in grant awards; and (10) the submission of security plans for supply, bunker, and fuel deliver and launch vessels conducting activities or providing services to other vessels at anchorage.

Would make FY2009 supplemental appropriations to: (1) the Department of Energy (DOE) for the Strategic Petroleum Reserve (SPR) and the National Nuclear Security Administration for defense nuclear nonproliferation; (2) the Department of the Treasury; (3) the Executive Office of the President for the National Security Council and for Pandemic Preparedness and Response; (4) the Judiciary for the courts of appeals, district courts, and other judicial services; (5) the Securities Exchange Commission (SEC); (6) the Department of Homeland Security (DHS) for U.S. Customs and Border Protection, air and marine interdiction, operations, maintenance, and procurement, U.S. Immigration and Customs Enforcement, the Coast Guard, and the Federal Emergency Management Agency (FEMA) for state and local programs; (7) the Department of the Interior and the Department of Agriculture, the Forest Service, for wildland fire management; (8) the Department of Health and Human Services (HHS) for the Administration for Children and Families for refugee and entrant assistance; (9) the legislative branch for the Capitol Police and the Congressional Budget Office (CBO); (10) the Department of State for diplomatic and consular programs, the Office of Inspector General, and embassy security, construction, and maintenance; (11) contributions for international peacekeeping activities; (12) the U.S. Agency for International Development (USAID) for operating expenses, the Capital Investment Fund, and the Office of Inspector General; (13) bilateral economic assistance, including global health and child survival; (14) international disaster assistance; (15) the Economic Support Fund; (16) assistance for Europe, Eurasia, and Central Asia; (17) international narcotics control and law enforcement; (18) nonproliferation, antiterrorism, demining, and related programs; (19) migration and refugee assistance; (20) peacekeeping operations; (21) International Military Education and Training (IMET); (22) the Foreign Military Financing Program; (23) the Department of Transportation (DOT) for payments to air carriers and the Federal Aviation Administration (FAA) for grants-in-aid for airports; and (24) multilateral development bank replenishments, including the U.S. quota in the International Monetary Fund (IMF) as well as loans to the IMF.
